S-level characters in fate: rising
S-level characters are the best of the best, equipped with abilities and weapons types that make them Dominant in both PVE and PVP scenarios. These are also some of the most difficult characters to get, with lighting that Gwynn is offers with limited time that cost lots of Lumia leaves.
GwynnVoid's ability is exceptionally strong in PVE, and her forces make her difficult to handle in PVP as well. The same goes for Tanwhich outputs crazy damage to their own while buffing allies. TAN-2 is also a beast in PVP if you can land shots with scout shooters and snike shooters.
A-level characters in Destiny: Rising
A-level characters are some of the strongest in the game, but they are not as good as S-level devices. You should be very happy if you are lucky enough to draw one of these characters, but there may be some better option for your preferred game modes.
For a gacha head person, Wolf is surprisingly strong, with a solid sun package and decent spread of available weapons that fit both PVe and PVP playlists. Similarly, Slander is shockingly strong for a 4-star character. Her support abilities will keep your team alive in the toughest PVE scenarios, and her suite of hand cannons and linear fusion rifle makes her a threat in PVP.
Yeasts is one of the best tanker options in the game, with lots of defensive voids to support your team in both PVE and PVP. If you can maintain her rage passive, she is basically unspecified. Finally, there are Ning fei. He is one of the best arc characters in Destiny: RisingAnd his clones make him a dominant force in all game modes.
B-Tier characters in Destiny: Rising
B-Tier characters are average with nothing really special to make them stand out. They are not terrible, but there are better options to choose from.
Xuan Wei Species in close exciting battle, but he is outclassed by other ARC users such as Ning Fei. His Pve performance is acceptable, but his kit is not really suitable for PVP. Finnal Is a very strong choice for a Pve tank, with a ghost and solid crowd control capacity, but she suffers in PVP unless your team works around her aggressive playing style. Auto rifles and swords are also not the biggest weapons to pair together.
C-tier characters in Destiny: Rising
C-level characters are perfectly fine, but you should really try to add others brighter to your list to balance things. The game gives you some of these characters for free, so they are a great way for new players to get a sense of the game before they pull for rare devices.
Ikora is a fan favorite because of her appearance in the main line Fate series, but her kit is not good in Destiny: Rising. Her branched Launcher and Rocket Launcher Combo just don't have much usefulness (especially in PVP), and she has to be linked to other light containers that have audience control skills or similar debuff to get the most out of her explosives.
Kab Also suffers from terrible PVP performance. Barriers and shields are the majority of Kabr's kit, and they just won't do much against skilled PVP players. On the other hand, Kabr is good in pveAnd he is a solid defensive character that basically fits into all team compositions. However, many players stop if they pull Kabr early.
