In fact, it primarily chronicles Sung Jin-Woo's arc from the weakest to the strongest hunter, a journey that sees him standing alongside humanity's strongest warrior. Even more so than S-Rank hunters, who are extremely powerful in their own right, Hunter at national level are terribly strong.

Solo Leveling has very few official nation level hunters, which just goes to show how respected the award is. That said, while each character is ridiculously powerful, this position is somewhat political in nature, so it doesn't necessarily mean they're unstoppable or unbeatable. Let's go through all the national level hunters and highlight the strongest.
National level hunters must meet a few conditions, such as clearing an S-Rank gate, to officially earn the title. Many fans would argue that Sung Il-Hwans place on this list is controversial, given that he disappeared before the ranking system was created and remained a villain even after his sudden appearance in America. However, it would be criminal to ignore the fact that he was a ruler's vessel like other national level hunters.
Never set foot in Korea. I'm not saying this for my son's sake, I'm saying it for yours. You will never rest in peace, not even in death.
Although being a ruler's vessel is not enough to be on par with national-level hunters—Go Gunhee is a good example of this—Il-Hwan has shown that he can even fight against monarchs. In the Monarchs' War arc, he single-handedly took on Sillad and Rakan and managed to overwhelm the duo briefly. Notably, Rakan almost killed Thomas Andre and was only saved by the timely intervention of Lennart Niermann.
It's even unclear if Niermann and Andre could have defeated Rakan together, so Il-Hwan's brave fight against the combined strength of two monarchs only shows his superior strength. So even though he is not officially considered a national-level hunter, Sung Il-Hwan is probably stronger than the five hunters who defeated Kamish.
