To evolve a Pokemon using a stone, place it in your party, go to your bag, and “Use” the correct evolution stone on the Pokemon in question to trigger the evolution.

If a Pokemon is holding a Soothe Bell, the rate at which its happiness increases is increased by 50%.
Friendship Evolutions were introduced in Gen 2, and all involve Gen 2 Pokémon. Because of this, friendship development becomes possible only after players unlock the National Pokedex after the game is over Pokemon FireRed and LeafGreen. If you try to evolve a Pokémon through friendship before getting the National Dex from Professor Oak, the evolution animation will trigger, but it will stop halfway through.
