The cursed prince of Elbaf, Loki, is easily one of the strongest characters ever introduced in One Piece. Loki was first mentioned in the whole cake story, with Oda teasing him as Lola's betrothed.
The Elbaf arc then went on to focus heavily on Loki, and it was revealed that he is a monster of immense strength. Ever since the Elbaf Arc began, Oda has hyped Loki up to be one of the strongest in the entire worldwith immense powers ranging from a strong Devil Fruit to a mighty weapon and overwhelmingly powerful Haki. Loki has refined his use of all his incredible abilities over the years, and it goes without saying that he's a calamity that only a handful can handle in battle.
Loki has a mythical Zoan Dragon Devil Fruit
The power of Elbaf's national treasure
Quite simply, the greatest and most incredible ability that Loki holds is the legendary Devil Fruit of Elbaf. This Devil Fruit was first mentioned at the beginning of the arc, where it was revealed that after the death of King Harald, Loki proceeded to steal the country's national treasure and consume it. This Devil Fruit was passed down the royal family's bloodline for centuries, but no one could consume it. In the Elbaf flashback, it was finally revealed that the reason no one could consume this Devil Fruit was because they could not get past Ragnir, the legendary hammer that guards it, or earn its recognition. Loki, on the other hand, managed to do just that and, defeating Ragnir and earning its recognition, went on to consume this mythical Zoan Devil Fruit.
IN One Piece chapter 1174, Loki's Devil Fruit ability was finally revealed to all readers of the manga. Of course, his Devil Fruit allows him to transform into a giant black dragon that dwarfs entire cities. Loki's dragon ability is most likely Nidhogg from Norse mythology. This dragon allows Loki to manipulate lightning and potentially even spit fire, as is usually the case with Western dragons. When it comes to the dragon's overall offensive and defensive abilities, it is highly likely that Loki wears the same impenetrable skin that Kaido did.
More than that, Loki appears to be much larger in size and, overall, likely possesses more potent firepower. Loki being the lightning dragon means he can manipulate lightning and cause fire at the same time. Given the mythical Zoan nature of this devil fruit, Loki can transform into a dragon completely, or he can change into a hybrid between his human and dragon form. Loki's hybrid form will certainly be his strongest, given that it gives him more mobility, as well as all the powers of his dragon form.

In addition to having an overpowered dragon Mythical Zoan Devil Fruit, Loki also has the power of Ragnir. As mentioned earlier, Ragnir is a legendary hammer who ate a squirrel Devil Fruit, likely the mythical Zoan Ratatoskr from Norse mythology. This hammer is so powerful that only the worthy can lift it. In fact, the hammer has been able to outlast individuals like Harald and even the likes of Jorul and Jarul, who were said to be the strongest in the world 300 years ago, preventing all but Loki from eating it.
During Loki's clash with the hammer, it was pretty clear to see that it was capable of fighting Yonko tiers. Now this hammer belongs to Loki, and with it he was able to channel the powers of ice into the underworld of Elbaf, using techniques like Niflheim. Loki can freeze almost anything in an instant, as well as deliver crushing blows, especially when infused with strong Haki.
Loki can also channel his Devil Fruit powers through the hammer, as seen when he struck down a bolt of lightning from the sky to start a massive fire earlier in the Elbaf arc. This gives Loki control over fire, lightning and ice, making this hammer a valuable asset.

Loki has an advanced conqueror's Haki
In addition to the weapons and Devil Fruit abilities that Loki possesses, he is also a very powerful user of Conqueror's Haki. Loki probably uses all three types of Haki, but his strongest form is quite easily Conqueror's Haki. At some point in his life, Loki learned to use the advanced application of the Conqueror's Haki, and by coating his body as well as his weapon Ragnir with this power, he is able to deal much more damage to his enemies.
In fact, Loki managed to take down King Harald by coating Ragnir in his strong Conqueror's Haki and delivering a strong finishing blow. It is unclear how strong Loki's Conqueror's Haki is, but at this point in the story it can be said that he is easily one of the strongest users of this power, rivaling the likes of Shanks.
Loki's ancient giant blood makes him strong
Often, fans tend to overlook the fact that Loki is a giant. Just being a giant gives Loki more strength than the average human in the One Piece world, but beyond that, one must also remember that Loki comes from a special lineage of giants that carry the blood of the ancient giants. His horns are a direct sign of this fact, and Loki is much bigger and stronger than the average giant in the One Piece world as well. This particular lineage is what has also made Loki a conqueror, and it further contributes to his incredible overall powers.
Loki is much tougher, resilient and durable, as well as stronger than the average giant. In fact, a newborn Loki survived a fall from the solar world of Elbaf all the way to the underground with only minor bruises. This level of durability was displayed by Yonko Kaido, and for a baby to have such powers is truly terrifying.

Considering everything Oda has revealed about Loki, it's pretty clear that Loki is among the strongest characters in the One Piece world. In fact, One Piece Chapter 1174 directly refers to Loki as the strongest thing in the world. Of course there are exceptions, like the Imu, who some would consider not part of the world, given that they rule from the shadows.
At the same time, one must also remember that Shanks was able to defeat Loki 6 years ago. Aside from these two anomalies, Loki is easily the strongest character in the One Piece world, surpassing even the likes of Luffy and the former Yonko, such as Big Mom and Kaido, in terms of power. If anything, his 2.6 billion carry price is not a true reflection of the power he wields, and such a monster deserves a reward closer to five billion, if not higher.
