Pokemon attracts people back to some of their older Switch games, as well as Pokemon home before this year's Pokemon day by rewarding them with some very rare shinies to implement some pokedx. If you complete Sinnoh and Hisui Pokedexes in Pokemon Home you will now be rewarded with A blank manafi and A shiny enamelrespective.
Pokemon shared the news that this first time shiny and very rare shiny will be given to trainers who are talented and determined enough to complete each of the pokedx mentioned above via their Japanese Twitter account (thank you, VGC). When it comes to why these two shiny Pokémon, in particular, are remarkable, one of them is brand new, and the other, while they were technically made available before, was extremely difficult to get.

I say everything you have to do, it's still a gigantic task, but hey, it's much less boring than the Ranger way. In the case of the shiny enamel, which is technically even rarer because it has never been available before, it will be Your Reward To Complete Pokemon Legends: Arceus's Pokedex.
Pokemon will not be given to you in the game when each pokedex has completed. You have to connect your progress with Pokemon Home. Home is a free app on Mobile and Nintendo Switch you can use to keep track of Pokemon that you have captured over most of its games. You can also buy Pokémon between games that use home in some cases.
Although Pokemon has not specifically said that this is a way to get people back to playing their games at Switch, it seems likely that this is the reason to do this. We already know Pokemon Legends: ZA is coming this year and is likely to get a bigger reveal during this year's Pokemon gifts, so getting people back to Arceus makes sense. I will leave you to speculate on why it might want people to play brilliant diamond and brilliant Pearl a little more.
