The best flying mounts in Palworld are the ones that make traveling through biomes seem seamless. While friends like Xenolord and Eidrolone are among the best flying Pals, you still need to unlock their saddles, which are in the endgame, above level 60. Fortunately, there are Pals that Shadowbeak which are great as flying mounts with a saddle that you can create mid-game.
As an honorable mention, Suzaku is very useful as a flying mount, as it has one of the highest stamina stats in the game. Although relatively slow compared to other flying mounts, it has enough stamina to reach the Sunreach Islands without using a portal. Unfortunately for Suzaku, the Pals I'll list below are faster and better when they fly in Palworld.
Best flying buddies in Palworld 1.0
In this list, I will rank the Pals based on how useful they are as mounts. That doesn't necessarily mean I will judge them solely on their speed, as there are other factors that make a good flying mount. After testing, here are my picks for the best flight mounts i Palworld:

Xenolord
At the top of this list, and in my opinion, the best flight mount is Xenolord. They are one of the fastest mates in Palworld. But speed isn't what makes them the best, as there are faster Pals. It's the Xenolords insanely high endurance which allows them to fly almost three times as long as other Pals. While other buddies need passive skills that prevent them from draining all their stamina while flying, Xenolord already has it built in with his extreme speed. Giving them more stamina from passive skills means even more air superiority for the flying dark dragon.
Jet tarragon
It's no surprise that Jetragon's saddle is level 79, as it is the fastest Pal i Palworld. When I want to go on a quick hunting session, I choose Jetragon as my flying mount, because they are too fast and can take me anywhere in no time.
Eidrolone
Eidrolon and Eidrolon Ignis are in between Xenolord and Jetragon when it comes to speed and endurance. They are slightly faster than Xenolord, while having more stamina than Jetragon. You can make them even faster by pairing them with Pals that share their element, such as Dark and Dragon Pals, to increase Eidrolon's speed.
Selene
Selyne is notably slower than Xenolord, Jetragon, Eidrolon, and Shaolong. However, this Pal has the same stamina as the Xenolord, making them much more reliable in the air than most flying mounts. If having this amount of stamina isn't enough, what makes Selyne special as a flying mount is their small humanoid model. It allows you to access tight spaces and navigate freely near land when flying.
Shaolong
Shaolong is on the list purely for his speed, as only Jetragon is faster than them in Palworld. On the other hand, Shaolong's stamina is even lower than Jetragon's, which is a problem that needs to be fixed with passive skills. Shaolong is also a water-type Pal, so you can ride Shaolong as a flying mount and salvage in the sea at the same time.
Panthallus
Panthalus look extremely slow when flying over islands, but they are actually very fast. They also have no Stamina drain, so you can fly for hours, and they won't tire. Not having a Stamina drain is especially useful when crossing seas on their backs, as Panthalus just flies there. The only downside Panthalus have is their size, as moving around isn't practical at all. You can't even dismantle them, because they are too big; your character will only float or stand above his body. They can only be useful if you want to travel long distances, like crossing the ocean from one island to another.
Frost Stallion
Frostallion and Frostallion Noct are flying mounts that are slightly faster than Selyne while having the same stamina as Selyne and Xenolord. That should be enough to place them among the best flight mounts in the Palworld. Unfortunately, they are a dual type mount with both a flying and walking animation, causing them to struggle to stay airborne over water. While you can stop and regain a horse's stamina over water, the Frostallion will just fall into the water and won't regain stamina again until they get out of it.
Shadowbeak
Shadowbeak is a reliable mid-game flying mount that will stick with you until the endgame when you get the better flying buddies ranked higher in this list. You can get them safely when your level is around 45, and craft their saddle at level 47. Shadowbeak shares the same speed as Selyne with slightly less stamina. However, their partnering skill makes them even faster when flying.
