Eiichiro Oda got so many things right when he created One Piecebut the Devil Fruit may be his greatest stroke of genius. The power system allows for almost any ability and gives the mangaka the ultimate freedom to go wild, although Oda did set some rules to keep things balanced within the canon. OP Devil Fruits is found in One Piecebut if you want to see some truly cheat code powers you have to watch One Pieces game.
Console and handheld games have introduced original Devil Fruits that prioritize boss battles over fitting into the overall universe, resulting in some world-shattering mechanics that go against One Pieces established lore, stakes and scaling. Aside from appearing in filler arcs that might as well be pretend, these broken Devil Fruits will never become canon in the manga or anime.
While I focus on the Devil Fruits introduced in the One Piece games I have made a single exception.

I know what you're thinking: How is Simon's Paper-Paper Fruit different from Crocodile or Luffy's Devil Fruits? Surely this ability would fit nicely into the canon story.
On paper (pun fully intended), Pasa Pasa no Mi sounds weak and uninspired, but Simon uses it in ways that are absolutely mind-blowing. In addition to turning into sheets or pieces of paper, which allow him to fly or mitigate damage, Simon can also write symbols that grant unique abilities. He can create multiple explosions, heal his health, improve his reflexes, or create new types of attacks.

Want a prime example of this Devil Fruit's absurd potential? Paper's natural enemy is fire, and Simon is certainly vulnerable to a surprise cooking; however, he can simply write that fire does not damage him to negate that damage. Logia users usually don't have any regenerative abilities either, but Simon can heal his wounds quite easily.
The great hidden treasure of the Nanatsu Islands seems to be set right before the Arabasta arc and Crocodile's introduction as One Pieces strongest villain at the time. Simon's Devil Fruit is much more versatile and powerful than Crocodile's Suna Suna no Mi.

Yes, Eldoraggo is the exception, as he debuts in One Piece: The Movie. However, he also appears in One Piece: Become Pirate King!which came out just a few months after the film.
I mean, just look at the picture above! Eldoraggo's Devil Fruit turns him into one Dragon Ball charactersince he basically just shoots out the mouth energy wave used by the likes of Piccolo or Nappa. In the film, he does not overuse his Devil Fruit, but there is no indication that it requires great physical effort or a cooldown period; he just screams and blows everything away.
Eldoraggo's Goe Goe no Mi would work as a late-story Devil Fruit, but it has absolutely no reason to appear on an East Blue villain. Due to it appearing so early, the anime neutered the ability's impact by giving it a Luffy-centric weakness that allows the Straw Hats to bounce a beam back to the sender.

Don't be fooled by his adorable looks; Noko is a ferocious seahorse who possesses a truly terrifying ability. Nemuri Nemuri no Mi unleashes a mist that puts enemies to sleep, which is a pretty basic concept; however, Devil Fruit also allows Noko to erase or rewrite that person's long-term memories.
IN Ocean's Dream and its remake, The Dragon's DreamNoko knocks out the Straw Hats and then erases their memories of who they are, what they can do, and what they mean to each other. Mechanically, this concept robs Luffy and crew of their fighting ability, allowing the game to introduce a traditional progression system. Narration, Noko's Devil Fruit is pure nightmare fuel that can change the whole worldand Doflamingo takes over an island using Sugar's similar ability.
Noko's Devil Fruit is even stronger than Sugar's because it doesn't require direct contact and carries much less physical risk.

Mythic zoans are by definition rare and incredibly strong, but Pato takes things to a whole other level that simply cannot exist in the main story.

Although their power varies, Pato creates near-perfect clones of Hody Jones, Whitebeard, Ace, Warpol, Rob Lucci, Akainu, and even Blackbeard. All he has to do is write down their names on a leaf, and they come alive with their Devil Fruit powers intact. He even creates a simultaneous army of One Pieces strongest characters, although they become much weaker than his simple clones.

I don't know; One Piece Incorporating supernatural archetypes like vampires feels odd, like the concept doesn't belong in the universe. Frankly, Unlimited World Red mostly manages to reinforce that notion through Patrick Redfield, an ancient pirate who is pretty much a straight-up vampire. Along with other things, this includes an ability to regain one's youth by sucking someone's life force, effectively overcoming mortality.
Brook's Yomi Yomi no Mi is probably the closest to canon Devil Fruit, as it revives him and prevents him from aging; however, he can die easily and doesn't have a ton of other OP abilities. For the most part, One Piece retains the threat of natural physical decay, old age, and disease, and it certainly wouldn't pair immunity with stats comparable to Gol D. Roger and Whitebeard.
