Gas remembers Bardock when he fought Ultra Instinct Goku in the Dragon Ball Super manga

In it Dragon Ball Super manga, Granolah the Survivor Saga flashes back to Bardock's last mission before he died rebelling against Frieza. Tasked with eliminating the humans on Planet Cereal, Bardock instead goes against his Saiyan nature to protect a young Granolah. In the process, Bardock is forced to fight Heeter Gas, who goes on to become the main villain of the arc in the modern timeline.

While Bardock is fighting Gas, he triggers a Zenkai boost and a pseudo-transformation eerily similar to Ultra Instinct. In fact, Toyotarou even draws Bardock's power-up just like True Ultra Instinct Goku in the manga. In his fake Ultra Instinct state, Bardock gains a massive power boost that allows him to fight on par with Gas. Although his reaction time also improves, it is nowhere near the level of the true Ultra Instinct.

Honorable Mention: Master Roshi understands the basics of Ultra Instinct

Master Roshi is a centuries-old martial arts master who taught Goku, arguably the greatest martial artist of all time. In it Dragon Ball Super manga, Roshi proves that Power Level isn't everything when he effortlessly dodges most of Jiren's punches in an attempt to help Goku unlock Ultra Instinct. Master Roshi reminds Goku of everything he's learned since he was a child: to observe his surroundings, clear his mind to be in the moment, and not waste any moves.

Roshi does not use the true Ultra Instinct, but according to Whis, he understands the basics well enough to effectively use his own version. This makes perfect sense given Master Roshi's reputation and legacy. Roshi is ultimately defeated by Jiren, but not before giving Goku the insight he needs to utilize the Ultra Instinct Sign for the first time.

Merus cannot use Ultra Instinct's full power without erasing himself

Merus is an Angel Attendant who poses as a Galactic Patrol Officer so he can learn more about the universe. In the Moro Saga, Merus takes Goku as a student so he can teach him how to finally master Ultra Instinct. Before the final battle with Moro, Goku and Merus train together in a hyperbolic time chamber.

Unfortunately, their training is interrupted when Moro attacks Earth. Merus ends up demonstrating how to use Ultra Instinct while fighting Moro so that Goku can observe him. Since Merus is an Agnel, his full power erases him from existence. While he was around, however, Merus was able to use Ultra Instinct to great success against Moro.

Moro's body cannot handle ultra instinct

After Goku masters Perfected Ultra Instinct thanks to Meru's help and destroys Moro, he makes the stupid decision to give Moro a Senzu Bean. The Senzu Bean immediately backfires, as Moro regains his full power and manages to absorb Meru's powers. By absorbing Meru's abilities, Moro gains access to both God Ki and Ultra Instinct.

Ultra Instinct Moro is strong and fast enough to keep up with PUI Goku as they battle around the world. However, Moro's mortal body proves too weak to contain the Angelic Ki, as he slowly begins to erupt from the inside out. To save himself, Moro fuses with the earth and becomes even more powerful as he drains the energy of all living things.

Goku's Mastery of Ultra Instinct is perfect

Goku may not be the most powerful Ultra Instinct user in the Dragon Ballbut he is by far the most talented. Goku's use of Ultra Instinct may be even better than the Angels considering how far he's been able to push the form since unlocking it during the Tournament of Power. From Dragon Ball Super: Super HeroGoku can trigger Ultra Instinct at will, astral project his Ki, and stack his god forms on top of True Ultra Instinct.

Goku can use more variations of Ultra Instinct than any other character in the series, all of which are useful in their own right. As seen in Dragon Ball Super Chapter 103, Goku can even reactivate Perfected Ultra Instinct even after taking enough damage to be knocked out of shape. There's no telling how much further Goku will refine Ultra Instinct in the Black Frieza Saga.

Beerus is the only God of Destruction who knows the Ultra Instinct

Part of what makes Beerus so powerful is how multi-talented he is. Not only is Beerus the strongest God of Destruction, he's the only one who actually knows how to use Ultra Instinct. In it Dragon Ball Super manga, Beerus uses Ultra Instinct to avoid blows from the other Gods of Destruction, before quickly taking control of the fight.

Goku's mastery of Ultra Instinct might be better, but even Beerus' less refined version would be enough to overpower even Perfected Ultra Instinct Goku (at least for now). As it stands, Beerus and Goku are the only beings in the multiverse who can use Hakai and Angel techniques like Ultra Instinct.

The High Priest is the strongest angel that ever lived

The Grand Priest is one of the only characters in the Dragon Ball franchise that can actually rival Zeno's Power Level. Right hand of the Omni-King and father of all angels, the High Priest is considered the second most powerful person in the multiverse. In it Dragon Ball Super manga, the Grand Priest effortlessly blocks blows from Beerus and Quitela – the two most powerful Gods of Destruction who fight with most of their power.

The High Priest personally trained each angle himself. As an angel, the High Priest can innately use Ultra Instinct, which is what he uses to stop Beerus and Quitela's fight. Due to his immense power level and the laws of neutrality that angels must follow, the High Priest has never been in a serious fight. But that could all change depending on how powerful Black Frieza has become.
