There is a misconception in the anime community that Goku is the strongest character and Saiyan i Dragon Ballbut it hasn't been that way for a very long time. Dragon Ball Superin particular, has made a point to show that while Goku may be strong, he is hardly the most powerful martial artist in the multiverse. In Universe 7 alone, Goku has already been surpassed by several of his fellow Saiyans.
At the end of Dragon Ball Super: Super HeroGoku may actually be the weakest of the main Saiyans in the series. Goku is a powerful fighter, especially now that he has finally mastered Ultra Instinct, but his fellow Saiyans are following his lead and training harder than ever to surpass him. The days when Goku was the strongest Saiyan in the Dragon Ball is long over.

Broly's full power far surpasses Goku's
The only thing that currently holds Goku over Broly is the fact that Broly cannot control his full power. From Dragon Ball Super By Chapter 103, however, Broly has learned how to tap into a version of his legendary Super Saiyan form without losing control of his senses. Despite never training a day in his life, Broly was stronger than Super Saiyan God Goku in his base form.
As a Super Saiyan, SSJ Broly was strong enough to overpower Super Saiyan Blue Goku. Broly never fought Goku while using Ultra Instinct, but the fact that Goku and Vegeta needed to fuse into Gogeta to fight Legendary Super Saiyan Broly is more than enough proof that Broly could easily defeat Ultra Instinct Goku if he was at full power.

Vegeta defeated Goku Fair & Square in their final battle
At the end of Dragon Ball Super: Super HeroVegeta finally did the unthinkable and beat Goku in a true one-on-one battle where they both fought on equal footing. Vegeta's base power level is slightly stronger than Goku's, but he is also a more skilled fighter. Where Goku has forgotten the importance of basics like meditation, Vegeta has embraced his new journey as a martial artist, allowing him to finally surpass Goku.
Not only that, Vegeta unlocked Ultra Ego during Granolah the Survivor Saga. While Ultra Ego remains unrefined (to the point that Vegeta doesn't even use it to fight Gohan Beast), a rusty UE is already strong enough to close the gap between Vegeta and Ultra Instinct Goku. Considering that Ultra Ego only grows stronger the longer Vegeta fights, he could easily overpower Ultra Instinct Goku if the two ever fought in their strongest forms.

Gohan Beast knocked Goku out of Perfected Ultra Instinct
By unlocking his Beast form during his fight with Cell Max i Dragon Ball Super: Super HeroGohan has now become the strongest unfused Z-Fighter in Dragon Ball. In it Dragon Ball Super Manga Super Hero Saga epilogue, Gohan goes to Beerus' Planet where he ends up fighting Goku, Broly, Vegeta, Goten and Trunks.
During his fight with Goku, Gohan Beast manages to knock Goku right out of Perfected Ultra Instinct with a well-timed hit. Gohan Beast is a stronger, faster, and more durable form than Perfected Ultra Instinct, a transformation that Goku has spent several arcs trying to master. Gohan is so powerful now, Whis even considers him a viable candidate to become Universe 7's God of Destruction after Beerus.

Vegito officially surpassed Goku again in Dragon Ball Super
Many Dragon Ball fans forget, but Goku actually surpassed Vegito when he unlocked Super Saiyan God Dragon Ball Z: Battle of Gods. The movie directly states that even using the Potara earrings to fuse into Vegito would not be enough to stop Beerus, forcing Goku to perform the god ritual and become a super saiyan god.
Of course, Goku's dominance over Vegito was lost when he and Vegeta used the Porara Earrings during the Goku Black Saga to fight Fused Zamasu. Vegito Blue is extremely powerful and completely humiliates Zamasu. Unfortunately, Vegito is so strong that Potara cannot withstand the Fusion's full power, disarming Goku and Vegeta in minutes. If Potara was more stable, Vegito could go on to become a Fusion strong enough to compete with Beerus and Black Frieza.

Gogeta is the most powerful saiyan in existence
More powerful than even Vegito, Gogeta is the strongest Saiyan and strongest Fusion in Dragon Ball Super. Unlike Vegito, Gogeta has no time limit issues from his raw power, allowing him to use Super Saiyan Blue while being able to fight for a full half hour. Gogeta is the ultimate combination of Goku and Vegeta, blending all of their best techniques and talents into a Fusion strong enough to overwhelm Broly with ease.
It is even hinted that Gogeta may be powerful enough to rival Beerus and potentially beat him in a fight. As a fusion between Goku and Vegeta, it goes without saying that Gogeta is much stronger than Goku. Goku himself will probably never reach the same heights as Gogeta that he did with Vegito in Dragon Ball Z. If Goku and Vegeta want a surefire way to defeat Black Frieza once Dragon Ball Super manga returns, all they have to do is blend into Gogeta.
