Back in the early days Dragon Ball ZThe Super Saiyan form was a transformation of legends, used only by the strongest Saiyan warriors as a powerful state that had not been seen in thousands of years until Goku awakened it in the Namek Saga. By easily defeating Frieza, Goku showed exactly why the Super Saiyan form was so legendary.

Since then, it's fair to say that this beloved transformation has seen a real decline in history due to the many new forms that came after it. While SSJ1 is still particularly powerful, not all users of this state are on the same level as Goku or Vegeta. In fact, some of Dragon BallSuper Saiyans can barely compete these days.

Cabba was the weakest Universe 6 Saiyan

Cabba was the first Saiyan from Universe 6 who Dragon Ball Super fans have ever seen. Unlike the ones the fandom is used to, the Saiyans of Universe 6 have a much more peaceful disposition and are not conquerors, but they are not weaker in comparison. If anything, Universe 6 Saiyans have a much higher base power level than their U7 counterparts.

Cabba proved to be a decent fighter in his fight against Vegeta, and is even considered one of the greatest warriors in Universe 6. Despite a decent showing against Vegeta in the Tournament of Destroyers and later in the Tournament of Power, Super Saiyan Cabba felt more like an afterthought than anything, as he was just overpowered.

Caulifla was an amazing warrior from universe 6

Of all the characters from Universe 6 that fought during the Tournament of Power, Caulifla may not be the strongest, but she definitely has the most potential. Before the tournament even started, she managed to unlock Super Saiyan just by listening to Cabba's brief explanation about gathering the power to a point in her back.

Aside from clearing some fodder enemies, Caulifla's time as a regular Super Saiyan was nothing to write home about, as it would be overpowered fairly early on, forcing her to rely on Super Saiyan Grade 2 and Super Saiyan 2 for the rest of her time in the tournament. This only shows her as a relatively weak user of the Super Saiyan form.

In the Super Hero arc, both Trunks and Goten were finally shown to have taken a more proactive role when it came to fighting, but they did so as Saiyaman X-1 and X-2. This showed that even though they were much stronger than pretty much anyone else on Earth, they stifled their potential by neglecting their Saiyan powers most of the time. They couldn't even do Super Saiyan anymore in the movie version.

While some may argue that they are stronger than Cabba, it should be noted that while Universe 6 Saiyans are comparatively more docile than their Universe 7 counterparts, Cabba was still considered an elite warrior, while Trunks and Goten largely view fighting as a hobby. Even though they sparred with Broly, Gohan, Goku and Vegeta, they still have a long way to go with their Super Saiyan forms.

Kid Trunks was able to become a Super Saiyan at a young age

At the beginning of the Buu Saga, Vegeta (and the rest of the fans) were surprised when Trunks was shown going Super Saiyan at the age of 8. What was once a fairytale transformation reserved for only the most powerful Saiyans in the universe was now the start of a child who could use it quite effectively.

However, despite his amazing ability to utilize this transformation, Kid Trunk's Super Saiyan form was not very strong due to his young age and lack of experience. He and Goten needed to merge into Gotenks just to fight Majin Buu.

In the Buu Saga, the Super Saiyan transformation was seen in the hands of children who had never faced a fraction of the adversity to awaken the form, as Goku, Gohan and Vegeta had. Many consider this to be the beginning of the diminishing importance of conversions in Dragon Ball.

While Goten and Trunks are similar in the current setting of the series, during the Buu Saga, the difference in their power was quite remarkable, especially due to Trunks being a year older than Goten. This was even referenced when Goku was training the boys to do the Metamoran Fusion Dance when he told Trunks to reduce his power to match Goten, making Kid Goten the weakest Super Saiyan user in the series.
