The latest arc of Solo Leveling anime, called the Jeju Island Arc, saw protagonist Sung Jinwoo reach an incredibly high level by defeating such a strong enemy as the Ant King. Solo Leveling Season 3, which will take Jinwoo on an even more dangerous ride, will officially give major roles to even bigger and stronger hunters.
While Jeju Island took Jinwoo to a whole new level of strength and made him stand next to the very best hunter in the world, he is still not the strongest hunter in the anime. There are plenty of other hunters that can rival him in terms of power, and some that can even surpass him. Among them is the strongest hunter at the national level, Thomas Andre, who will be officially introduced as a powerful character in Solo Leveling Season 3 and gain an incredibly important role in the upcoming International Guild Conference arc.
Solo Leveling Season 3 will finally show the power of Thomas Andre, the current strongest S-Rank Hunter
Thomas Andre was officially introduced in Solo Loving Season 2 as one of the strongest National Level Hunters. This means he is strong enough to easily clear an S-Rank Gate all by himself. He stands with the likes of Liu Zhigang, Christopher Reed and Siddharth Bachchan as the only hunters strong enough to be labeled national level. Among all the hunters in the Solo Leveling world who hold the national level title, Thomas Andre is quite easily the strongest, by a mile.

Being a National Level Hunter already means that he is strong enough to easily overwhelm someone like the Ant King, who Jinwoo had a bit of a fight with at the end of Solo Leveling Season 2. For Thomas Andre, fighting a threat as powerful as the Ant King would be a joke. He has enough power in him to easily dismantle the vast majority of enemies he faces, and much of that will be on display in Solo Leveling Season 3 when it comes out.
In the upcoming new season of Solo Leveling, a lot of lore surrounding Kamish will be revealed, and the strength of this dragon is said to be such that even a National Level Hunter alone could not take him down. Even so, in his fight against Kamish, Thomas Andre was more than impressed by grabbing one of the fangs of the dragon itself. Additionally, it will also be revealed in Solo Leveling Season 3 that Thomas Andre is a Ruler's vessel, giving him immense strength beyond his own.

Why Thomas Andre surpasses the current Sung Jinwoo
It goes without saying that Sung Jinwoo is one of the most powerful characters in Solo Leveling at the moment. Having recently reached level 100, Jinwoo can easily dismantle Ant King level threats. Now he is also unofficially as strong as a National Level Hunter, considering he could have easily cleared the entire Jeju Island with the help of his Shadow Army. That said, he's still not as strong as Thomas Andre.

This is because in the Double Dungeon arc of Solo Leveling, which starts in chapter 123 of the manhwa, Jinwoo is struggling to deal with the threat of Kandiaru, and comparatively, he is not on the same level as Thomas Andre. On the other hand, Thomas Andre is so powerful that he can basically keep up with Jinwoo after getting his Black Heart. If the current Jinwoo is pitted against Thomas Andre, he would have no chance.
One of the strongest abilities that Thomas Andre has at his disposal is his Capture ability, which uses telekinesis to pull things close to him with immense power. Even with Jinwoo's powerful augmentation and powers like Ruler's Authority, he struggles to deal with the pull that Thomas Andre has.
Andre also has incredibly powerful punches, and anyone caught in his blast radius either dies in a single shot or suffers severe damage. Finally, his other abilities include Spiritual Body Manifestation, which takes his overall skill to a whole new level. The current Jinwoo in the anime has absolutely no chance against Thomas Andre, and that makes the future of the Solo Leveling series that much more exciting. As Jinwoo's adventure continues, new and powerful enemies, such as Thomas Andre, will appear and act as a springboard for the protagonist to gain even greater strength and grow significantly in terms of overall power.

Apparently Thomas Andre is stronger than Sung Jinwoo at the moment, but that won't be the case for long. In the International Guild Conference arc, which officially begins in the manga starting chapter 140, Sung Jinwoo will face Thomas Andre. After refusing to back down, he will engage in a high-level battle with him. This fight will certainly not be easy for Jinwoo to win, but with the help of immense powers, he will surely make it in the end. At the end of the day, Sung Jinwoo will eventually master the power of the Black Heart to the fullest and acquire all the skills of the King of the Dead. Ashborn's powers are far greater than Thomas Andre's, and it is this staggering difference in overall power level that allows Jinwoo to surpass him in the end.
