It's no secret One Piece and Naruto contains a lot of filler or anime-only content. This usually happens because long-running anime adaptations must include original content to avoid catching up with the manga series. However, between One Piece and Narutothe former continues to do a much better job of including filler among its canon content.

Most of the secondary characters in the One Piece have their own stories, struggles and motives. Eiichiro Oda is a creative genius who consistently finds ways to share the spotlight with these characters, often giving them unique powers and meaningful roles.
Sometimes they even end up being major and crucial characters in the story, proving that Oda rarely forgets his characters. More impressively, they return to history in the most unexpected ways possible. This makes the world One Piece feel much more alive and compelling than Naruto.
On the contrary, many of the supporting characters in Naruto gain little or no meaning after they have served their purpose. It's quite unfortunate, but they fade into the background and get less attention even though they don't deserve it. Meanwhile, the story increasingly focuses on Team 7, especially Naruto Uzumaki and Sasuke Uchiha, leaving others like Tenten, Rock Lee, and Neji in the shadows without proper character development.

One of the biggest critics anime fans face Naruto series is the late addition of overpowered aliens to the plot. For them, the Otsutsuki clan ruined the end of the series, with Kaguya appearing out of nowhere without proper foreshadowing, build up, and introduction. Most of the characters in the One Piece have a relatable sense of humor, and even those that don't are often jokes that create unforgettable comedic moments. Humor can also appear even during battles, without ever lowering the stakes.
IN Narutohowever, the series often contains comedic moments only during filler episodes or brief village moments. The series has to pause the humor whenever Naruto Uzumaki finds himself in dangerous situations, making comedy feel intermittent. One Piece does the exact opposite, as humor naturally occurs in the main plot.
Overall atmosphere
Generally Naruto the series has a heavier and darker atmosphere than One Piecemostly because of its themes of revenge, loss and legacy.
