It's not easy to peak in power like that, but a few Devil Fruits pulled it off, including the awakened form of one of those fruits.

Enel's powerful Rumble-Rumble Fruit stacks against Devil Fruits in all three categories, starting with the Paramecia class. Among all the Paramecias, only a few are in the hands of the Four Emperors, such as Big Mom's Soul-Soul Fruit. This is an example of a Devil Fruit that can be scaled up fairly easily with the right materials and context, as opposed to simple training to increase its power. Soul-Soul Fruit scales well as it can put souls into other things to form Homies to fight for the user.
Big Mom/Charlotte Linlin showed One Piece fans the true potential of this army building Devil Fruit in the Whole Cake Island Arc. Granted, Big Mom also used her titanic Haki to terrorize the Straw Hats and Fire Tank Pirates, but the Soul-Soul Fruit did a lot of work as well. It was lucky that Nami turned Zeus to her side, otherwise the battles would have been even tougher. The great potential of a Soul-Soul Fruit army, in particular, is why this fruit is scarier than Enel's own.
Tremor-Tremor Fruit is the earth-shattering king of Paramecia Fruits
Users: Whitebeard, Blackbeard
Another Imperial Paramecia Devil Fruit is the Tremor-Tremor Fruit, which made all the difference in the Marineford War Arc. Long before fans saw what Big Mom and Kaido could do, Captain Whitebeard showed the fury of the Emperors before One Pieces time skips. Whitebeard's Haki and physical strength are also immense, but the Tremor-Tremor Fruit was the star of the show when Whitebeard started fighting.

This devastating Devil Fruit can crush the entire battlefield and destroy almost anything. What One Piece viewers saw in the Marineford Arc was not even the full power of Whitebeard and his fruit, because Edward Newgate was past his prime, so the Tremor-Tremor Fruit is a true wonder in the combat system. It may not make Whitebeard intangible or make him move at lightning speed, but its raw damage makes up for it.
The Mag-Mag Fruit is one of the Navy's most devastating weapons of war

Logia-type Devil Fruits are most easily compared to each other, and for a time the Rumble-Rumble Fruit felt like One Pieces top Logia fruit. It definitely outclassed Sand-Sand and Plume-Plume Fruits, and it even had the advantage over Ace's Flame-Flame Fruit. However, when the Marineford Arc launched, there were a few Logias and even a few Paramecias breaking out the Rumble-Rumble Fruit, albeit just barely. Admiral Akainu's Mag-Mag Fruit is one such Devil Fruit.

This still stands as one of One Pieces most formidable Devil Fruits of any class, although Akainu has not been awakened to it and probably never will. This burning Devil Fruit exceeds the Flame-Flame Fruit's heat and can even surpass the Rumble-Rumble Fruit's own heat, so in theory Akainu could beat Enel like he did Ace. The Mag-Mag Fruit also has superior destructive potential compared to the Rumble-Rumble Fruit, which can turn the entire battlefield into a field of magma.
Dragon-Dragon Fruit is the legendary pride of Elbaph

Prince Loki's Dragon-Dragon Fruit: Nidhogg Model is the latest Zoan-type fruit to make an appearance in One Pieceand it easily puts most other zoans to shame. Not even the Five Elders and Rob Lucci could surpass Loki's Dragon-Dragon Fruit in the field of Zoans, and the Dragon-Dragon Fruit also compared well with even the strongest fruits of the Logia and Paramecia classes.
One Pieces manga is still revealing more about Prince Loki's prowess with the Dragon-Dragon Fruit, but what fans have seen so far makes it clear that Loki has surpassed Enel as a fighter. Most likely, Enel is still faster and boasts his electric intangible, but Loki has advantages in all other arenas, such as durability and damage. There's a good reason the Dragon-Dragon Fruit was Elbaph's legendary treasure, guarded by Ragnir the Living Hammer.
The gum-gum fruit has been resurrected as the herald of freedom

For a time, One Piece fans were led to believe that Gum-Gum Fruit was a quaint Paramecia based on gum, but it is actually Human-Human Fruit's Nika model. Enel once thought he was a living god in Skypiea, but Luffy is the real deal thanks to Gear 5's divine power influenced by Nika herself. That's because, unlike all other Devil Fruits, this fruit works outside One Pieces combat system to represent true freedom and hope.
One Piece: 13 Devil Fruits stronger than Gunko's fruit
Gunko's Devil Fruit proved incredibly powerful on Elbaf, but there are some fruits that are even stronger than hers.
Luffy punchlines Kaido with Gear 5's limitless power, with a laughing Luffy outsmarting that Wano dragon with cartoonish physics to win an impossible battle. Luffy did more of the same on Egghead when he fought Admiral Kizaru and Jaygarcia Saturn, and likely still can do more from the Elbaph Arc. As all fans know, this awakened Zoan Fruit is truly unbeatable, only limited by Luffy's practical imagination.
The dark-dark fruit has an unfortunate place among Logia-type fruits
User: Blackbeard
It is possible that aside from Luffy's Awakened Fruit, the Terrible Dark-Dark Fruit is the most dangerous Devil Fruit of them all. This is partly because it has the unique ability to negate other Devil Fruits with a simple touch. Notably, Blackbeard did this even though Ace had a fire body during their clash on Banaro Island. If he is fast enough, perhaps using his Haki, Blackbeard can take Enel in a duel and do the same. Without his lightning, there isn't much Enel can do.
Aside from that, the nightmarish Dark-Dark Fruit can crush anyone or anything with its overwhelming gravity, which is why Blackbeard likens his abilities to a black hole in outer space. Blackbeard's Dark-Dark Fruit simply has more destructive potential than Enel's own fruit, although the Dark-Dark Fruit does not grant its user the same kind of intangibles that other Logias do. This evil fruit's other abilities more than make up for it.
