At least it can be said that Loki is definitely stronger than Kaido. Just the way the giants describe him is enough to know that he can easily surpass Kaido in total power. Loki is said to have the power to destroy the entire world if unleashed.

Even Gaban, who himself is stronger than Kaido, stated that freeing Loki is something that even the wicked would not dare to do. Loki's portrayal as well as the display of his strength is great enough to justify him being stronger than Kaido, and at this point, that's a fact that fans should very well accept.
