Eiichiro Oda's One Piece showcases two main power systems, and they are Devil Fruits and Haki. While Devil Fruits were revealed first, for now the focus has shifted more to Haki.

Luffy has grown stronger, but he still has a long way to go to surpass these pirates in One Piece.
Haki is king in One Pieceand while the series has many gifted users of this ability, there are varying levels, even among the best. Not many characters could be considered God level Haki user in One Piece. Some characters are simply on another level when it comes to Haki usage, reigning supreme without even having Devil Fruits.
King Harald
Harald has definitely been a very divisive character among them One Piece fandom. He abandoned his best friend, Rocks D. Xebec, to create better relations with the rest of the world by joining the World Government.
Despite his problems, Harald was still an incredibly overpowered character in One Piece. Harald was known as Elbaf's strongest king, and this becomes more apparent when Oda puts him on the same level as Rock's D. Xebec. Harald's Haki was as good as Rock's, and after receiving Imu's contract, his power reached new heights. His Haki, upon colliding with the Rocks, obliterated all signs of life within a 5-kilometer radius.
Rocks D. Xebec
Rocks D. Xebec is an incredible character that fans have been waiting for years to see properly in the story, and this is mostly due to his strength. Known to be one of the strongest, Rocks had immense control over Haki.
Kaido considered him one of the strongest, and his strength definitely showed in the last flashback. Rocks had god level Hakias he could kill an admiral with ease, destroy Figarland Garling, and even resist Imu's control for a time.
Monkey D. Garp
Monkey D. Garp is an absolute Haki beast. Grandfather to Luffy and father to the Revolutionary Dragon, Garp has proven time and time again that he is the greatest fighter the Marines possess.
At God Valley, Garp showed off his monstrous Haki against Domi Reversi'd Rock's D. Xebecand even though Rocks was enhanced, his Haki still pierced that of Rocks. After the God Valley, he became even stronger, meaning his Haki was stronger than Rock's. In the current timeline, he almost single-handedly destroyed the Blackbeard Pirates. Garp is not a marine to be underestimated, even in old age.
Gol D. Roger
Gol D. Roger did not become the Pirate King without great fighting ability. As a non-Devil Fruit user, Roger relied on one thing, and that was his god level Haki.
6 One Piece Characters Who Could Be A Straw Hat In The Final Saga
The Straw Hat crew isn't done yet. These characters have a chance to join the crew in the Final Saga of One Piece.
Roger's Haki was incredibly strong, as shown at God Valley. With the help of Garp, he was able to take down Rocks D. Xebec by piercing his Domi Reversi enhanced Haki. Roger wasn't even at his peak then, and his true strength has yet to be fully shown in One Piece.
Shanks
right now, the strongest Haki user alive might be the redheaded Yonko, Shanks. When One Piece fans talk about Haki mastery, Shanks is a character that comes to mind.
Shanks has shown great mastery in all Haki types. He can use the advanced forms of all Haki, and he even has unique Haki powers, such as Observational deathsomething that no one else can use. Shanks's Haki is so great that he has even been compared to Joy Boy by Dorry and Brogy under Egghead.
Imu
Imu is One Piece's strongest character in lifeand they act as the secret sovereign of the One Piece world. While Imu is strong and has an overpowered Devil Fruit, their strength doesn't stop there.
Imu also has some of the best Haki in One Piece. The extent of Imu's Haki remains to be seen, but at God Valley it was stronger than Roger and Rock's. Their Haki would definitely be comparable to the Joy Boys, at least.
Joy Boy
The strongest Haki user of all time might just be Joy BoyNika from Second World of One Piece. There is still a lot that fans don't know about him, but one thing is for sure, his Conqueror's Haki is at a level never seen before.
Under Egghead, his Haki was unleashed by Emet. That Haki blast was so strong that the five elders were knocked back to Marijoa. Not only that, but Imu was trembling after feeling the Haki.
