The release of Pokemon Legends: ZA marks the second entry in the “Legends” sub-series of the franchise, putting a new spin on the action RPG game pioneered by Pokemon Legends: Arceus. The popularity of Pokemon Legends: Arceus and now Pokemon Legends: ZA makes a third entry feel inevitable, and some of the details of this title already seem set in stone. Alongside the likelihood of a Galar Region setting, there are already three obvious choices for starters of the next one Pokemon Legends game.
Predict the starters for one Pokemon Legends the game is harder than it seems, after Pokemon Legends: ZAs starter broke the established trend with two Gen 2 animals, Chikorita and Totodile. But by doing so, Pokemon Legends: ZA make the starters for the next game a foregone conclusion to bring the series full circle. With Galar as the most likely stop for the next Pokemon Legends game, the available starters seem ready to go along Legends: ZAs footsteps.
All signs point to the next Pokemon Legends game heading to Galar
Pokemon Legends: ZA makes plenty of references to the Galar region, which is geographically close to Kalos, given the two regions' British and French inspirations. Players can get a few different Galarian regional variants in Pokemon Legends: ZAand several NPCs mention Galar culture in their dialogue. With these tips scattered everywhere Legends: ZAit seems Galar will get a bit more attention after first debuting in Gen 8's Pokemon Sword and Shield.
Pokemon Legends: Galar was recently leaked
As part of the latest TeraLeak 2.0 that revealed Pokémon Gen 10, plans for one Pokemon Legends 3 the gameplay was also detailed. This leak confirms the theory that the Galar region will be the setting for Legends: ZA's follow-up, which takes place over 1,000 years in the past and delves into the origins of the first Gigantamax Poke Ball. The starters for these games can look very different, given that Legends: Arceus introduced new regional forms and Legends: ZA gave their starters Mega Evolutions, but they still have the chance to fill a gap created by the previous two Legends game.
The Pokemon Legends series is missing three obvious starters
Of all unused starters a Pokemon Legends: Galar game may include, Snivy, Litten and Popplio are the most likely candidates. So far have Pokemon Legends the series has included all three Gen 2 starters, two of three Gen 5 starters and only one of three Gen 7 starters:

To take with you Legends subseries full circle, Snivy would make the most sense as a grass-type starter, as it is the only remaining Gen 5 starter yet to appear. With Pokemon Legends: ZAs starters completing the Gen 2 trio, Litten and Popplio are the obvious choices for a fire-type starter and a water-type starter respectively, as they would join Legends: Arceus' Rowlet to complete the Gen 7 starting trio.
As Pokemon Legends: ZA has established, it is possible for two starters of the same generation to appear as starters for a Legends game. So, Litten and Popplio are both on the table for one Pokemon Legends: Galar game.
The leaked details of this Pokemon Legends: Galar the game suggests that Gigantamaxing will be the focus of the game's story. As such, these starters will likely receive new Gigantamax forms, much like the regional variants and Mega Evolutions that the previous games' starters received. None of these starters have received Gigantamax forms before, making them more likely starting options than mons like Venusaur, Charizard, and Blastoise, which have already received G-Max forms.
