Devil Fruits is a major power system in the One Piecebut in the post-timeskip, Haki, the power to harness spirit and willpower, has become the most necessary power in the series. You simply cannot become the strongest in One Piece without having strong Haki to compete at the top, even if they have an overwhelmed Devil Fruit. Luffy's Devil Fruit control has reached its peak, but his Haki still needs improvement. Characters like Shanks and Joy Boy are still way ahead of him in that regard.
White beard
The world's strongest man
Whitebeard was known as the strongest man in the worldand he had a devil fruit with the ability to destroy the world, called Gura Gura no Mi. While Whitebeard relied heavily on this fruit, he also had good Haki to use in battle.
Whitebeard could share the sky with Shanks, and he was equal to the likes of Roger and Rocks at some point.
Rayleigh
The Pirate King's right hand
Rayleigh is another overpowered Roger Pirates memberand he acted as Roger's right-hand man. Rayleigh was the one who taught Luffy the basics of Haki, and although Luffy has grown tremendously since then, he has yet to surpass Rayleigh in terms of Haki mastery. Rayleigh's Haki was amazing even back in the God Valley as he could send a Holy Knight flying.
The gab
The Pirate King's Left Hand
Gaban was one of the strongest members among the Roger Piratesand he played a huge role in the Elbaf arc. Gaban has become the first character in One Piece showing off the amazing feat of bypassing immortality, and this alone shows how strong his Haki is. Gaban's Haki is above Luffy's level right now.
Harald
The late king of Elbaf
Harald was king of Elbaf, and he was known to be the strongest king Elbaf ever had. Fans can easily see why Harald was considered as powerful as he was equal to someone like Rocks D. Xebec.
While Harald could have eaten a Devil Fruit in Elbaf, he mostly relied only on Haki. In his fight against Rocks, he was able to tie him up, and that's a huge feat in itself.
Garp
Hero of the Navy
Garp is one of the most legendary marines everand Luffy's very own grandfather. As fans already know, Garp has no Devil Fruit, relying entirely on the raw power of his Haki. Even when not in his prime, Garp far surpasses Luffy, especially in Haki. He displayed his incredible Haki mastery when he nearly destroyed the Blackbeard Pirates single-handedly, and in God Valley, when he attacked the pirates.
Shanks
The strongest Haki user alive
If there is a character whose name is synonymous with powerful Haki usage, this is definitely it Redhead shaftsthe current strongest Yonko in One Piece. Shanks has no Devil Fruit and he relies entirely on Haki. He has shown some the greatest Haki feats in One Pieceand Dorry and Brogy have even compared his Haki to Joy Boy's, which was so strong that it could knock back the five elders and scare even Imu.
Stones
The Descendant by Davy D. Jones
Rocks D. Xebec is one of the most legendary figures in the One Piece worldand fans can see why. As a fighter, Rocks was a monstrously powerful individual, and he relied entirely on his powerful Haki. Rock's Haki was so strong that he could kill an admiral with relative ease, and even reach Imu and escape Marijoa unscathed. In God Valley, he even destroys the leader of the Holy Knights, Saint Garling Figarland, all with relative ease. His Haki was special in the sense that it blew everyone away with shock wave like impacts.
Roger
The Pirate King
Roger is the late Pirate King of the One Piece world, and like many other overpowered Haki users, he never had a Devil Fruit ability.
Roger was able to rise to the top of the One Piece world with his Haki alone, which just goes to show how powerful it was. Roger's Haki was strong enough to clash with the likes of Whitebeard and Rocks on equal terms.
Imu
The Secret Sovereign of the World
Imu is the strongest character in the One Piece world right now, and an individual who has lived since the days of the void. There is a lot shrouded in mystery when it comes to his character, but one thing that can be said for sure is that Imus' Haki is absolutely top notch. The Imu have only shown a fraction of their abilities through their ships Gunko on Elbaf and Saturn on God Valley, but it's already quite impressive. Imus Conqueror Haki resonates in Elbaf as the battle continues.
Joy Boy
Previous Nika
Joy Boy was One Piece's strongest Haki user and he undoubtedly has showcased Haki's greatest feat seen so far in the series. Joy Boy's 800-year-old Conqueror's Haki was stored in Emeth, and when it was unleashed, it knocked Gorosei back to Marijoa, split the sky on its own, knocked out the vice admirals, and made Imu shake.
Joy Boy is the only character in One Piece who could accomplish all this with Haki. He far surpasses Luffy in Haki right now, but eventually Luffy will outgrow him.
