Instead of making Team Fortress 3, Valve has decided to let society take control of IP. This comes directly from Valve, who recently announced that the source software development kit will receive the entire Team Fortress 2's client and server game code in an update.

“Mod manufacturer, pleasing! We have just released a massive update to Källan's SDK and added all team attachments 2 client and server game code,” said the announcement. “This update will enable content creators to build brand new games based on TF2. We also make a large update for all our multiplayer back-catalog source engine (TF2, DOD's, HL2: DM, CS and HLDM: S), addition of 64-bit binary support, a scalable skin/ui, prediction fixes and many other improvements!

Valve continued to explain that this recently added SDK MOD support will allow modders to “change, extend or rewrite TF2, making everything from small tweaks to completed conversions.” Of course, all mods or content that uses these mods should be free available to everyone, given that SDK is licensed for users on a non-commercial basis.

This means that you may only be able to play Team Fortress 3, only it will be a fan-made mod project, rather than something official by Valve. Given that Valve probably does not plan to make a Team Fortress 3, this is the best possible feature to continue the legacy of Team Fortress, which still has a strong society and inheritance.

However, it has not been too good with the game itself with society that complained about bots, cheaters and hackers who destroy the experience for everyone. This has resulted in Team Fortress 2's Steam reviews dropping to mostly negative.

Hopefully will release the source code to society to bring the game's reviews and overall feelings back to where it belongs.
