Yonko are the four most powerful pirates in the world One Pieceand they dominate the forces at work in the new world. Although strong, Yonko aren't the only powers worth noting among the pirates. Several powerful non-Yonko pirates have established themselves in the world of One Piece and has made its presence known over the years. Some of them belong to Yonko crews, while others operate independently. Oda has done a brilliant job of establishing powerful non-Yonko pirates, especially in the final saga of the story, where only the strongest survive in the deadliest of seas.

One Piece has many powerful female characters, but only a handful of them are Yonko level.
Sanji
Sanji is one of Luffy's two wings and one of the most powerful characters in the world of One Piece. He is a user of two powerful types of Haki, and he also has the Germa Lineage Factor, which increases his overall fighting ability to a whole new level.
Sanji was able to easily dismantle Queen Plague in battle in Wano, and since then he has grown remarkably in battle. Sanji continues to grow in terms of overall power in Elbaf, and it goes without saying that he will gain powers like Conqueror's Haki, taking his overall capabilities to a whole new level in the final saga of the story.
Roronoa Zoro
Just like Sanji, Zoro is also one of Luffy's wings and among the strongest in the world. He has already established himself as one of the fiercest pirates on the seas, and his three-sword style is known throughout the world. In battle, he has access to all three types of Haki, and thanks to Enma, he can even produce advanced forms of Armament and Conqueror's Haki.
Zoro's overall fighting ability is incredibly impressive, and he can even defeat the likes of King The Wildfire in battle. Zoro is approaching Admiral and Yonko level at a rapid pace, and by the end of Elbaf he will surely hover around them.
Eustace Kid
Eustace Captain Kid is one of Luffy's biggest rivals at sea and certainly a pirate that many would argue should have been Yonko instead of Buggy. Kid is incredibly impressive in battle. He possesses tremendous resilience and very high levels of offensive firepower, thanks to his Jiki Jiki no Mi. Kid did incredibly well against Big Mom in battle. Still, Shanks was able to take him down in a single swing with his sword.
Often Shanks taking down Kid easily underestimates how good of a pirate he really is. Shanks himself is at a level well above the average Yonko. By all means, Kidd is more than worthy of holding on to the title of Emperor. The only thing holding him back is his weak crew. If Kid were to improve his crew significantly and win more territories, he would surely join the competition for Yonko with the Cross Guild.
Trafalgar law
Trafalgar law is easily one of the strongest pirates in the world One Pieceand his bounty of 3 billion berries can prove it. In the Wano arc, Law fought the likes of Kaido and Big Mom quite a bit. In fact, he was influential in Big Mom's defeat, and without him the Yonko certainly wouldn't have fallen.

Law has grown further in overall powers since the battle against Big Mom, and currently competes with the likes of the Emperors of the High Seas. In the fight against Blackbeard, Law was able to deal him mortal injury but ended up losing. Still, he is close to the emperors of the One Piece world, with his future power-ups making him strong enough to establish himself among them. Unfortunately, like Kid, Law has a weak pirate crew and no territories. If he were to establish a stronger crew, he would surely be in the running for Yonko.

Ben Beckman
When it comes to the strongest non-Yonko pirates, Ben Beckman ranks very high on the list. Beckman is the red-haired pirates' first mate and a monstrously powerful individual. It is said by Oda himself in One Piece 4 Billion Volume that Beckman has Haki greater than that of the Admirals. In fact, all Red Hair Pirates are said to have an impenetrable defense, meaning there are no weaknesses. Ben Beckman is sure to be a monstrously powerful character, and excluding Yonko, he's one of the strongest around.

Luffy is powerful with his Gear 5, but these Mythical Zoan users are even stronger in One Piece.
Cousin
Cousin is a former admiral of the navy currently serving as the 10th ship captain of the Blackbeard Pirates. Considering he was even up for the position of Fleet Admiral, it's easy to see that Kuzan himself is close to Yonko level, if not on it. Although he doesn't have access to the power of Conqueror Haki, his Devil Fruit ability at Hie Hie no Mi and his control over other forms of Haki are absolutely immense. Kuzan could hold his own against Garp in battle, and even though he was overwhelmed, it's easy to see that he's one of the strongest pirates on the high seas right now.
Boa Hancock
Boa Hancock is one of the most dangerous pirates in the One Piece world at the moment and also among the most underrated. Hancock has the power of Mero Mero no Mi, which gives her the ability to petrify anyone, including but not limited to those attracted to her.
Hancock also has incredibly powerful Haki of all three types, which is particularly unique, labeled as Kuja Haki. Her full capabilities have not been seen, but even Blackbeard confirmed that if he hadn't snuck up on her, he would have been defeated, showing just how immense her overall capabilities as a fighter really are.
Dracule Mihawk
Dracule Mihawk easily stands tall as the strongest non-Yonko pirate in the One Piece world at the moment. Mihawk has a reward of 3.590 billion berries, which automatically places him in the Yonko tier. If he wanted to, he could easily become a sea emperor, but he is not interested in being targeted by other pirates and the navy, and wants to live a quiet life.
Mihawk now leads as one of the Commanders of the Cross Guild, and that makes him a force to be reckoned with. Although he is not the strongest pirate on the seas, he is certainly at the top when it comes to the non-Yonko pirates on the high seas.
