Izuna Uchiha

Genjutsu: Generic Sharingan Jutsu
Izuna Uchiha was Madara's younger brother who lived during the Warring States period of the story. Izuna was incredibly skilled with the Sharingan and was one of the few to awaken the Mangekyo Sharingan in their lives. As such, his overall Genjutsu ability was far greater than the average Uchiha. Unfortunately, he was still not as strong as some others as he was killed in battle by Tobirama Senju.
Izuna's Genjutsu ability made him overconfident in battle, as shown when he fought Tobirama. He was indeed skilled in this art, but not enough compared to some other ninjas found in Naruto's world.
Sarada Uchiha

Sarada Uchiha is a very powerful ninja who has shown some skill with Genjutsu abilities. Now that Sarada has manifested the Mangekyo Sharingan and awakened the power of Ohirume, it goes without saying that her overall skill has increased even more.
Sarada doesn't seem to rely that much on Genjutsu skills, making her one of the weakest Genjutsu-using Uchiha. In the future, she will likely continue to learn some of these powerful abilities and surprise even the strongest of enemies.

Obito Uchiha is one of the most underrated genjutsu users in all of history. While his fighting style saw him use Kamui in battle, Obito was much more than just that. In fact, he is one of the very few who could use a Genjutsu against a Perfect Jinchuriki.
It is a known fact that Yagura was a perfect Jinchuriki, with the power of Isobu. But somehow Obito was able to cast a powerful genjutsu on not only him but his beast as well, completely turning him into his own puppet to control however he wanted. This is a massive genjutsu feat that hardly anyone can replicate in all of history. Obito's skills with Genjutsu were incredibly advanced. It's a shame he never used them more often in battle, but it makes sense why he didn't, since his other abilities were far too overpowered and he was much more skilled at them.
Shisui Uchiha

When it comes to the art of genjutsu, Shisui Uchiha certainly ranks among the very best. Shisui had awakened the Mangekyo Sharingan at a very young age. The special power of his Mangekyo Sharingan was Kotoamatsukami, and this is an extremely dangerous genjutsu that essentially controls the target without them even realizing they are being controlled. Shisui could make anyone do exactly what he wanted with his powerful genjutsu.

The best part is that the user doesn't even realize they are in a Genjutsu, so breaking it is basically impossible without outside help. Shisui could have even taken over the entire world, showing his immense genjutsu ability. Unfortunately, this power was stolen from him by Danzo, and the other eye was entrusted to Itachi Uchiha. Had Shisui lived longer and fulfilled his potential, his overall genjutsu ability would have reached a whole new level, showing just how dangerous a ninja he truly was.

Itachi Uchiha
If it's a ninja that had the most dangerous genjutsu then it definitely was Itachi Uchiha. Itachi had Tsukuyomi's power in one of his Mangekyo Sharingan, and it goes without saying that it is one of the deadliest genjutsu ever to exist. Basically, those trapped in Tsukuyomi end up in a world where Itachi controls both space and time. As such, even a single second in Tsukuyomi's world can be made to feel like an eternity, and he can subject them to all kinds of psychological damage with this genjutsu.
Just one second of Tsukuyomi can completely paralyze even the strongest ninjas, like Kakashi. If Itachi wanted to, he could have killed Kakashi, Naruto and even Sasuke with his powerful Genjutsu. Also, this is one of the few genjutsu that can actually kill the target, and that's what makes it really dangerous. It's a shame that Itachi died as soon as he did because if he was allowed to live he would have become one of the most dangerous ninja in the history of the shinobi world.
Sasuke Uchiha
Itachi's younger brother, Sasuke Uchihais also an extremely skilled user of Genjutsu. Although Sasuke does not use this power very often, he showed remarkable feats of illusion techniques in the Fourth Great Ninja War. When Sasuke fought Kabuto, he showed that he was skilled enough with Genjutsu to match his brother Itachi. After awakening the Rinnegan, Sasuke's overall genjutsu ability reached a whole new level. He was able to put even Sakura in a genjutsu, who is known to naturally have a very high resistance to this skill.
On top of that, Sasuke was able to cast a powerful Rinnegan Genjutsu on all nine tailed beasts at once, completely limiting them and even draining them of their chakra. This power of Sasuke Uchiha shows that his skill with Genjutsu was on a whole other level. Although his Genjutsu was not as dangerous as Itachi's, the fact that he could control nine powerful tailed beasts simultaneously and use them as weapons showed that he surpassed even Itachi. It's a shame that Sasuke has hardly ever used this Genjutsu ability since then.
Madara Uchiha

Genjutsu: Infinite Tsukuyomi
Among all the Uchiha was the one with the ultimate genjutsu Madara Uchiha. While Madara didn't have much skill with genjutsu on his own, he gained access to the Rinnegan after becoming the Ten-Tails' Jinchuriki and absorbing the God Tree. This allowed him to reflect this eye from the moon and cast Infinite Tsukuyomi, known to be the strongest genjutsu in the entire series.
With it, Madara could put the entire population of Earth in an eternal genjutsu where different realities can exist. It is the ultimate ability in the Naruto series, and Madara is one of the only two who can use it.
