The Kage are known to be the strongest ninjas in the world Naruto. Every major city that fans have seen over the years has had its own leader in the form of a Kage. Usually, The Kage are strong enough to defend their village from any invading threatand in that sense they are all very strong. However, fans have seen that Konoha has consistently had the strongest Kage of all. In fact, it's gotten to the point where the vast majority of the strongest Kage in the entire series actually hail from Konoha.

The strongest Kage in Naruto has been revealed, and his level surpasses everyone else's.
It certainly doesn't mean that Kage from other villages aren't interesting enough. Taking out the Konoha Kage, there are countless other monsters that are often underestimated by fans and deserve praise for what they have achieved in their careers as leaders of their villages. While some of them are monsters that can easily defeat the average S-ranked ninja, others are even stronger than Tailed Beasts.
Third Kazekage

The Third Kazekage was known to be one of the strongest ninja in Sunagakure's history. In fact, at one point it was stated that he was their strongest ever. He is known to have led the village during the Third Great Ninja War, but was eventually taken out by Sasori.
Total, he had the ability to manipulate Magnet Release, which is a very powerful Kekkei Genkai. With his powers, he was strong enough to manipulate the Iron Sand, and this is an ability that is highly sought after by many. The Third Kazekage was eventually taken out by Sasori, and for that reason he is not ranked higher.
Mei Terumi

Known to be the fifth Mizukage of Kirigakure, Mei Terumi is a very powerful ninja with not one but two Kekkei Genkai up her sleeve. She has access to the power of Lava Releaseas seen during the Five Kage Summit and the war. In addition to that, she also has access to Boil Release. With these two Kekkei Genkai, she even posed a threat to Madara Uchiha to a degree.
Mei is also incredibly skilled at Water Release, and overall she's quite easily one of the most dangerous ninjas to ever live and certainly one of the most underrated as well.
Fourth Raikage

The Fourth Raikage is a monster in his own rightand a case could have been made for him as the strongest Kage during the Fourth Great Ninja War. Known to be a monster comparable to B in terms of power, the Fourth Raikage relied heavily on Lightning Release. In fact, it can be stated that he was the best user of Lightning Release before Sasuke's Six Paths awakening in the series.
His lightning-dispelling armor made him nearly indestructible in battle, and his speed rivaled even Minato Namikaze's. The Fourth Raikage can even fight a Tailed Beast in battle, and that certainly says a lot about him.
Gaara

Gaara is a character that most fans are very familiar with. During the time jump of Naruto series, Gaara ended up becoming the fifth Kazekage of Sunagakure. After that, Gaara immediately rose in form of strength and he was so powerful after the time jump that he could basically take on the likes of Deidara and Sasori in battle.

Gaara's strength, like his intelligence, only grew, and by the time of the war, he was a fearsome commander. His sand manipulation skills were absolutely top notch, and on top of that it seems his chakra reserves didn't really decrease after Shukaku was extracted from him.
Onoki

Known to be one of the most dangerous Kage to ever exist, Onoki was Iwagakure's third Tsuchkage and a monster in his own right. He was skilled with a Kekkei Tota known as Dust Release. With this power, he could basically dismantle anything on a molecular level and basically one-shot all of his enemies. Onoki was incredibly powerful and on top of that he was also very wise.
All of these things together made him a force to be reckoned with. Even Madara considered him the greatest threat in the Fourth Great Ninja Warand it is the highest honor that anyone can receive.

The third Raikage was just like the fourth a monsteronly even more terrifying. He also used the powerful Lightning Release Armor, but in his case it was even stronger. It is said that his armor was never penetrated in his entire life as a shinobi, and he only received one injury, which he actually inflicted on himself.
In the Third Great Ninja War, he fought 10,000 ninjas for days before he was exhausted and finally died of it. He was even able to fight and seal a Tailsd Beast on his own, and that is a huge feat for anyone to accomplish.
Mu/Second Mizukage

When it comes to the strongest non-Konoha Kage, Mu and the other Mizukage always rank at the top. Mu was Onoki's mentor, and someone even stronger than him. Like Onoki, he also had the power of Dust Release at his disposal, but in his case, he was even more skilled with it. On top of that, Mu could easily split himself or erase his chakra signature entirely as well as become invisible. All of these things made him completely unstoppable in battle. He eventually died in a battle against the other Mizukage, where they both ended up taking out the other. That makes these two individuals alike.
As for the second Mizukage, fans know that he was extremely skilled with Genjutsu as well as Water Release. A glimpse of his Genjutsu caught fans during the war, but unfortunately he didn't get as much attention as he should have. Still, it's easy to see that he was a true equal to Mu, and that these two together were the strongest of the Kage when you don't consider the Hokages that have been around over the years. Yet the vast majority of Hokages actually continue to outrank even these two, and it only shows the disparity in ranking these legendary village leaders in Naruto's world.
