God Ki is one of the most important concepts introduced in Dragon Ball Supereffectively creating a new baseline for power levels. Not including gods or angels, just a few characters in Dragon Ball can use God Ki and God Ki is generally reserved for only the most powerful fighters. That said, God Ki is not the be all, end all of all power levels Dragon Ball.

Jiren didn't need God Ki to keep up with Ultra Instinct Goku

Jiren may have been a candidate to become Universe 11's God of Destruction, but unlike Toppo, he doesn't actually have access to God Ki. Jiren's strength comes from him alone – no transformations, no frills, no God Ki. Mastered Ultra Instinct Goku was technically stronger than Jiren, but since Goku didn't have full control of the form at the time, Jiren would still have won a one-on-one duel.

Mastered Ultra Instinct Goku realistically has fully surpassed Jiren Dragon Ball Super: Super Herobut this is under the assumption that Jiren would not have kept up with his training. Assuming Jiren continued training after TopP (especially with his other Pride Troopers), his natural lead over Goku and Vegeta could keep him well ahead of the two God Ki-using Saiyans.

Granolah Just Barely Beat Ultra Ego Vegeta

At the beginning of Granolah the Survivor Saga, Granolah uses the Cerealian Dragon Balls to make himself the strongest fighter in Universe 7. At full power, Granolah is strong enough to take out Goku by targeting his vitals, defeating Ultra Ego Vegeta (though not without nearly losing the fight himself).

Using only his latent abilities and skills, Granolah is able to keep up with two of the most powerful warriors in Universe 7 without ever accessing God Ki himself. Granolah only has three years left to live until the end of the arc (trading his life for power), but with enough training he could realistically surpass even Gohan Beast.

Awakened Gas was the strongest fighter in Universe 7 – before Frieza came back

Awakened Gas vs Granolah

Thanks to a wish Elec made on the Cerealian Dragon Balls, Gas became the strongest fighter in Universe 7 during the Granolah the Survivor Saga. Due to the nature of the wish, when someone surpassed Gas' power level, he would age, so his body would catch up to where he needs to be power-wise to remain the strongest in the universe.

With no God Ki whatsoever, and only his expected power level at his old age, Awakened Gas was able to fight Ultra Instinct Goku, Ultra Ego Vegeta, and Granolah in a battle he likely would have won had Frieza not arrived. Unfortunately, Frieza wasn't in Universe 7 at the time of Elec's wish, so Toronbo didn't factor him into Gas's power-up, giving Black Frieza an opportunity to kill Gas without a problem.

Orange Piccolo was created to compete with Goku and Vegeta

Akira Toriyama gave Piccolo a new transformation Dragon Ball Super: Super Hero specifically so he could catch up to Goku and Vegeta, and actually rival them in power after years of sneaking into the background. Orange Piccolo may be weaker than Gohan Beast, but he could fight Cell Max without too much trouble and by all accounts should be on par with UI Goku and UE Vegeta.

What's most impressive about Orange Piccolo's Power Level compared to Gohan Beast is that he doesn't have the same natural potential as Gohan. With no God Ki and only a special boost from Shenron, Piccolo went from being weaker than most fighters in the Tournament of Power to stronger than arguably anyone who participated in the tournament outside of Universe 7.

Gohan Beast is currently the strongest Z fighter

From Dragon Ball Super: Super HeroGohan is once again the strongest Z-fighter in the series – a title he lost during Dragon Ball Z: Battle of Gods. Gohan Beast is expressly not a god form, but a unique transformation that only Gohan can use, which seems to have links to his Ultimate Gohan form.

IN Dragon Ball Super Chapter 103, Gohan Beast straight up knocks Goku out of Mastered Ultra Instinct, a hugely impressive feat considering how many years Goku has been refining Ultra Instinct now. Gohan Beast also spars with Super Saiyan Blue Evolved Vegeta later and defeats all the other Saiyans (Goten, Trunks and Broly) in a battle royale – all without the need for God Ki.

IN Dragon Ball Super: BrolyBroly manages to defeat both Super Saiyan Blue Goku and Super Saiyan Blue Vegeta as just a regular Super Saiyan, who has never trained a day in his life.

At full power, Legendary Super Saiyan Broly is so strong that Goku and Vegeta have to fuse into Gogeta and transform Super Saiyan Blue just to beat him. Without access to any God Ki, legendary Super Saiyan Broly is so strong that he battles the most powerful fusion of all time and life. If Broly had God Ki, he would literally be unstoppable.

Black Frieza already beat Goku & Vegeta in one hit

Even without God Ki, Black Frieza is by far the strongest in the League of Death Dragon Ball right now. Frieza suddenly returned at the end of Granolah the Survivor Saga, debuting his new Black Frieza transformation, killing Awakened Gas in a single blow, then knocking out Ultra Instinct Goku and Ultra Ego Vegeta with a blow so fast that neither of them could react to it.

It's unclear what Black Frieza's motives are at this time aside from being the single most powerful being in the multiverse, but one thing is clear: he's a huge threat. Black Frieza doesn't need God Ki to beat the strongest fighters in Universe 7, and it's more than likely that he has enough power to kill Gods of Destruction, if not angels, at his current power level.
