Luffy is one of the strongest characters in the world One Pieceand as captain of the Straw Hat Pirates, he commands one of the greatest forces on the seas. But if Luffy was the only one in this crew that was really strong, then the Straw Hats wouldn't be a Yonko crew right now. Under him, Luffy has some very powerful individuals, and the strongest of them all are Zoro and Sanji, officially known as the Pirate Kings Wings. Together, The Wings of the Pirate King form an incredibly powerful duo, capable of fighting even the strongest enemies.
It goes without saying that the Pirate King's wings are very powerful, but they certainly aren't the strongest duo that One Piece has revealed. In fact, there are tons of other duos that Oda has revealed over the years that can essentially go on to crush them in battle.

These are the strongest characters to sail the ocean in the One Piece world.
Crocodile and Mihawk
Crocodile and Mihawk is a powerful duo from the Cross Guild who are also its masterminds. Both of these pirates are incredibly strong, with Mihawk being the main strength and Crocodile being the underdog. While Crocodile can be defeated in battle by either Zoro or Sanji, the same cannot be said for Mihawk, who is clearly the stronger of the two.
Still, as a duo, Mihawk and Crocodile will be too much for Zoro and Sanji to handle. Mihawk would absolutely crush Zoro in battle, and even if Sanji might be able to defeat Crocodile, it's pointless because Mihawk would still be around. This duo is definitely stronger than the pirate king's wings at the moment.
Garp and Sengoku
When it comes to the Navy, the strongest duo that One Piece has revealed to the fans is quite easy to of Garp and Sengoku. Together, these two monsters crushed the likes of Shiki in Marineford, and their combined power is comparable to some of the strongest duos in One Piece. Garp was the Pirate King's equal, and Sengoku, while not as strong, was still incredibly impressive and earned Roger's respect.
These two combined are incredibly strong and would most certainly absolutely decimate the likes of The Wings of the Pirate King in a battle. In fact, just one of them can be enough to take them both down. Of course, one must remember that Zoro and Sanji still have a lot of potential to fulfill. Once these two reach their maximum strength, it would actually be an incredibly exciting battle that could go either way, but right now they have absolutely no chance.
Big Mom and Kaido
The duo off Big Mom and Kaido is incredibly powerful, considering both are former Yonko. Big Mom and Kaido officially teamed up in the Wano Country Arc, and together they took on the worst generation. With their combined power, even the worst generation fighters weren't capable of doing much against them. It was only after they were separated that they were able to make any headway in the battle.
Either way, together or not, Big Mom and Kaido are far too powerful for the Pirate King's wings to handle. None of them have what it takes to take down a Yonko yet, and they would be completely crushed if they ever fought them. Eventually, however, they will continue to reach this level, but for now, it is impossible for them to beat these monsters.
Shanks and Beckman
Shanks and Ben Beckman make up one of the strongest duos in One Pieceand even Oda has paid special attention to them. According to Oda, Shanks is more calm and carefree, while Beckman is the one who often takes care of more serious things, such as strategizing among other things.

One Piece has many powerful female characters, but only a handful of them are Yonko level.
While Beckman certainly isn't as strong as Shanks, he should still be close to an Emperor's level, given that he mirrors Rayleigh. Shanks himself is a monster strong enough to stop the likes of Loki. Given his strength, it stands to reason that Shanks and Beckman would absolutely crush the Pirate King's wings in battle.
Gaban and Rayleigh
Scopper Gaban and Silver Rayleigh forming the original Wings of the Pirate King in One Piece. It goes without saying that these are legendary figures that are on par with the Yonko of the One Piece world, if not even stronger. Gaban and Rayleigh don't have Devil Fruits, but their Haki is of the absolute highest level possible.

Their overall strength is incredibly impressive, and in battle they can easily crush the current generation Wings of the Pirate King, at least for now. In fact, just one of them would be enough to take on both and easily defeat them. By the time One Piece ends, Sanji and Zoro will have surpassed Gaban and Rayleigh, but currently they are still inferior and would easily lose a fight to them.

Rocks and Harald
One of the strongest duos that Oda recently revealed to fans is that of Rocks and Harald. These two first met in Marijoa 56 years ago, when Rocks launched a raid during a Reverie and killed an admiral. They clashed on the red line, but quickly became friends. Rocks and Harald had a very deep friendship, and it's unfortunate that Harald didn't extend a helping hand to him more often than Rocks would have liked.
Still, they formed a formidable team, and had these two fought together, it would have been impossible for anyone to stop them. Zoro and Sanji will absolutely be crushed by them if they were to hypothetically fight these monsters.
Garp and Roger
Undoubtedly one of the strongest duos that fans saw in One Piece came in the God Valley Incident, there Garp and Roger got together for the very first and last time. This duo is incredibly powerful and together they were even able to take down Domi Reversi'd Rock's D. Xebec. Their control over Haki proved to be at the absolute maximum in this fight, and it goes without saying that if they hypothetically teamed up, they would easily crush the Pirate King's current Wings.
Garp and Roger may just make up the strongest duo fans have seen in One Piece, and their overall strength knows absolutely no bounds. The Wings of the Pirate King may eventually catch up to them and surpass them in the future, but currently they are still inferior in terms of overall skill, be it manipulation of Haki or overall combat ability. Zoro and Sanji can't hold a candle to Roger and Garp.
