His actions made him incredibly infamous throughout the world and earned him a bounty of 5,564,800,000 berries to date. Roger's bounty is the highest any character has held One Piece. However, in the final saga, quite a few powerful individuals have the potential to not only rival this reward but surpass it as the story continues.

Monkey D. Luffy is the main character in One Piece and the man destined to become the future Pirate King. Luffy will go on to surpass the 5 billion prize mark soon enough, and he will also go further than Roger in terms of prize money because he will clash directly with the World Government, something Roger never did.

In that sense, Luffy will play a much more significant role than the former Pirate King and earn a much higher prize. His chances of surpassing Roger are the highest of any character in the story.

Blackbeard

Blackbeard is the captain of the Blackbeard Pirates and stands as one of the four emperors of the sea in the New World. Over the years, he has amassed a very powerful pirate crew, and his rise in strength and infamy is unprecedented. In just two years, Blackbeard has acquired one of the strongest crews in the entire world and received a bounty of 3.996 billion berries, which is truly shocking. In addition, Blackbeard still does not have his full power and continues to evolve further, and is in search of powerful Devil Fruits and ancient weapons. He is known to be a child prodigy and was trained by Gol D. Roger right from his childhood. Since then, Shanks has established himself as a powerful force on the seas, even becoming a Yonko of the Sea. Shanks possesses strength that can hardly be rivaled by anyone. In fact, he even managed to defeat Nidhoggr from the One Piece world, something that even King Harald, who at the time was much stronger than Rock's D. Xebec, failed to do.

In terms of strength, Shanks has already managed to rival Roger and may even have pulled ahead of him in the Final Saga. Buggy is one of the four Emperors of the Sea who recently achieved this position after the fall of Big Mom and Kaido. Right now, Buggy is easily one of the most intriguing characters in the story, especially as he continues to fail upwards. More than that, Buggy is also aiming for One Piece at this point, and that essentially means he has a fair chance of getting his hands on this treasure.

It must be remembered that Buggy and Shanks made a promise to reach Laugh Tale and claim One Piece together, and that is something Oda must fulfill as the story continues. If Buggy continues to reach the Laugh Tale and claim the One Piece, he will get a reward of over 5 billion berries for sure. Buggy's whole gag is to fail upwards, and he may even be recognized as the Pirate King or a God despite not being one. It is the end of the story that will make him one of the most infamous people on the seas.

Nerona Imu

Nerona Imu is the king of the world and quite easily the strongest character in the entirety of One Piece in the Final Saga. Under normal circumstances, Imu wouldn't have a bounty on his head because he's simply the head of the World Government, which controls the Marines, but the establishment of the Cross Guild has completely flipped the script.

The Cross Guild issues bounty money to marines they want to eliminate completely. It's not absurd to see them placing bounties on World Government targets as well, given that they are openly rebelling against them. If Imu's identity becomes known to the entire world, which is likely to happen sooner rather than later, then the Cross Guild will most likely give him a bounty as well. If Imu gets a reward, it will most certainly be higher than 5 billion berries and may even be closer to a figure like 10 billion, given that he is the king of the entire world and someone the entire world would want his head off.

Shamrock Figarland

Shamrock Figaland is one of the most important members of the World Government, and he stands tall as one of the Holy Knights. Shamrock is said to be as skilled as Shanks, and he also has a deep bond with Imu, giving him immortality, infinite regeneration, and superhuman strength. He also has a special sword with the power of the Cerberus Devil Fruit that he used in the Arc of Elbaf.

Clearly, Shamrock is just as dangerous as Shanks, and on top of that, he's a celestial dragon, making him a sought-after target for individuals from all over the world. Shamrock could very well get a reward from the Cross Guild, and considering that the reward for Akainu is 5 billion berries, Shamrock could get a reward even higher that could put him closer to 6 billion.

Five elders

The five elders are the governing authority of the world and are known to be the highest power in world government for the common person. Considering that the Cross Guild is at war with the World Government, it wouldn't be a surprise to know that they have issued bounties for the Five Elders as well.

Since they are the ruling authority in the world, their rewards are sure to be incredibly high. It wouldn't be a surprise to see their winnings be greater than 6 billion berries in the Final Saga.
