With just a single touch, this Paramecia type can turn their target into a toy that will remain subservient and will erase all memory of that specific person from anyone who ever knew them, making it something that not even the strongest characters are safe from.
But the trade-off is that whoever eats the fruit stops aging, remaining the age they were when they first ate it. In Sugar's case, she remained in a child's body despite being over 20 years old, which also allowed her to be very easily scared and surprised, and even had no Haki. Caribou's Logia Fruit barely does anything for him
Fruit: Numa Numa no Mi
Caribou was first introduced right after the time jump, where he managed to prove himself to be an incredibly unpleasant and untrustworthy character. His fruit, Numa Numa no Mi, turns his body into a swamp, effectively giving him the properties of clay to create and control at his will.
Although Numa Numa no Mi is not the strongest in its category, it is still a Logia Fruit, which automatically makes it a valuable Devil Fruit by all metrics, especially considering that it gives Caribou an unlimited amount of storage. Orochi was the worst mythic Zoan user in the series

One of the most miserable and pathetic characters in the entire series, Kurozumi Orochi possessed a remarkable Devil Fruit power that belongs to the Mythical Zoan category. Mythical Zoans are by far the rarest, most valuable, and often the strongest Devil Fruits in the series, even capable of turning an incredibly weak character into a formidable fighter.
However, Orochi turned this gift of a mythical Zoan fruit into something as pathetic as him. Such a power actually exists and belongs to Foxy the Silver Fox, a hilariously useless pirate who relies only on cheating and underhand tactics to get what he wants.
His Devil Fruit, Noro Noro no Mi, allows Foxy to emit small particles that can completely slow down his target to an incredible degree for about 30 seconds. In the hands of literally anyone, this Devil Fruit would be a completely broken power, but with Foxy, it's just a fruit whose true potential is wasted by someone very weak.
