Bluegrass
Bluegrass is a vice admiral in the navy. Recently introduced in the Egghead Island Arc, it is clear for fans to see that she is quite an ancient individual. Being a vice admiral, she can harness the power of weaponry and observation Haki. However, her fragile body may not allow her to use this skill properly.
Bluegrass also has a powerful Devil Fruit ability, called Nori Nori no Mi. Using this fruit, she can attach a handle to almost anything and control it as she rides. In the Egghead Island Arc, she was seen controlling the mechanical Sea Beats of Vegapunk and even a Pacifista with quite a bit of ease.
Bogard
Bogart is quite easily one of the most mysterious characters in the One Piece. Known for being Garp's right-hand man, fans know that Bogard is quite skilled, as not just anyone can serve as the hero's right-hand man. Bogart's position is unknown, but what fans do know is that he is very powerful and uses a strong katana in battle.
Bogard was also seen 38 years ago, during the God Valley Incident, and he survived this great war without so much as a scratch. He was on the front lines with Garp and he clashed with the many pirates there. He is clearly one of the most powerful marines of the old generation. Hopefully Oda will incorporate him into the main story at some point.
Tsuru
Vice Admiral Tsuru is past her prime right now, but she's still a force to be reckoned with. Back in her prime, she was seen as one of the strongest marines. Alongside Garp and Sengoku, she was a formidable force on the seas. In fact, even during the time when she was past her prime, individuals like Doflamingo avoided fighting her instead of going straight at her.
This just goes to show that Tsuru was incredibly overpowered. In her best days she must have been a formidable force on the seas. Tsuru has the power of the incredible Woshu Woshu no Mi, as well as the powerful Haki of two types.

Fleet Admiral Kong is an individual that fans have always wanted to see more of. Considering that he was the admiral of the navy, one can easily conclude that he was among the strongest marines that ever lived. Fleet Admiral Kong was at least as strong as a fleet admiral. It is unknown if he had any Devil Fruit power, but what fans know for sure is that he has the ability to use two types of Haki.
Back in Rock's age, he must have been a force to be reckoned with. Unfortunately, fans never got to see him in battle, but coming to the conclusion that he was one of the strongest of all time is not a stretch at all.
Sengoku
Former Fleet Admiral of the Navy, Sengoku is quite easily one of the strongest naval officers of old. He served as an admiral during Roger's time, and fans know for sure that he fought against legendary pirates such as Roger, Whitebeard and many others. In fact, Whitebeard and Sengoku seem to have some history with each other, implying that they have fought on many occasions.

Garp
