Affiliation: Marines
-
Haki: Observation, Armament, Conqueror's
Garp is one of the most legendary marines to ever exist in the world One Piece. Over the years, he established a great legacy for himself, as a symbol of hope for people all over the world against the evil of pirates. Despite being a marine, Garp also clashed with the admirals, or in this case, a former admiral of the fleet, and overpowered him. In the Egghead Arc of One Piece, Garp went against the entire Blackbeard pirate commander, and as expected, he also went on to face his own student, Kuzan, in the process.
Kuzan served as Navy Admiral until the events of the Paramount War, after which a fight broke out between him and Sakazuki, eventually leading to his defection. He then joined the Blackbeard Pirates, and during the Egghead Arc, the two unleashed everything they had on each other. In this battle, it was pretty clear that Garp was the dominant one. In a pure one-on-one, Garp easily overwhelmed him and even knocked him down. However, it was clear that Garp could not be allowed to win the battle against the Blackbeard Pirates. As such, with Koby as bait, Garp is stabbed through the chest by Shiryu. Taking on the entire Blackbeard Pirates with a serious wound became too difficult, but Garp still succeeded in his mission to free all the slaves and specifically free Captain Koby from the clutches of the Blackbeard Pirates. This was a great victory for him, although he eventually fell to the Blackbeard Pirates. As for his personal competition with Kuzan, he was the one who stood out as he achieved his goal and dominated him in battle.

In the Egghead Arc, Luffy clashed with Kizaru, and despite not going all out on him, he was able to completely beat him down for over ten minutes.
Luffy's main goal was to keep Kizaru away from Vegapunk and buy enough time for the crew to make preparations to leave the island. He did so incredibly well, and when Kizaru threatened Vegapunk directly, he landed an incredibly powerful attack called the White Star Gun directly at his head, completely paralyzing him for about ten minutes. In the process, Luffy also lost access to Gear 5, but it was still a victory for him in the grand scheme of things.

56 years ago, he infiltrated the sacred land of Marijoa during a Reverie and engaged an admiral in battle. His strength was so magnificent that he could kill the navy admiral with ease. After this clash he also clashed with King Harald of Elbaf, and it was here that these two forged a very strong bond that would continue for many years to come.
White beard

Haki: Observation, Armament, Conqueror's
White beard started his pirate career on an unknown ship, and he was eventually acquired by none other than Rocks D. Xebec through Davy Back Fight. At God Valley, 38 years ago, this crew eventually split up, and Whitebeard went his own way, leading to the formation of the Whitebeard Pirates.
Years later, the Whitebeard Pirates unleashed everything they had during the Summit War, when they were faced with the full strength of the Marines, along with the power of the Shichibukai. It was in this war that Whitebeard traded blows with quite a few admirals from the navy. Despite being old and so weak that he couldn't even channel his Conqueror's Haki anymore, Whitebeard was still able to show his superiority in battle against Akainu. With just a couple of hits, he was able to completely take him out and paralyze him for a significant period of time, allowing the Whitebeard Pirates to escape. While he died in this war, his strength was clear for all to see.

In the Wano Country Arc, Shanks was hunting for Blackbeard outside Wano Country, and that's when he discovered Aramaki inside Wano Country.
Immediately after, Shanks unleashed a powerful bolt of Haki, completely nullifying Aramaki's Devil Fruit powers and paralyzing him. Aramaki immediately gave up and chose to walk away from Wano, which was a strategic victory for Shanks and showed that he is much stronger than any Navy admiral. Although an all-out battle between the two never ensued, it matters little when Aramaki simply gave up and lost the clash.
Akainu
-
Affiliation: Marines
-
Haki: Observation, Armament
Akainu is the current Fleet Admiral, and under his command the organization has become more aggressive than ever before, even rivaling the influence of the Four Emperors of the New World. Before the time jump, he was a naval admiral alongside Kizaru and Kuzan.
After the events of the Paramount War, Akainu continued to fight Admiral Aokiji on Punk Hazard Island. This battle lasted for 10 days and was so catastrophic that the entire environment of the island changed. Half of it turned into eternal ice, while the other half became a bed of magma and flowing lava. This 10-day battle ended with Aokiji's defeat and Admiral Akainu's victory, ultimately giving him the position of Fleet Admiral. Kuzan refused to work under Akainu and ended up leaving the Navy and charting his own path. It was then that he teamed up with Blackbeard and became the 10th ship captain of his crew.
