Loki

Loki is the cursed prince of Elbaf, known for having immense strength. He was born with ungodly durability, so that even a fall from the sun world of Elbaf to the Underworld barely scratched him as a baby. As he grew up, Loki unlocked immense powers, such as the ability of the Conqueror's Haki.

14 years ago, Loki consumed the legendary Devil Fruit of Elbaf which allowed him to transform into the Nidhogg dragon, a power so great that he could basically wipe out the entire world. That Loki has surpassed Rocks is a canonical implication stated in the story, simply based on the fact that he was the one who killed the enhanced Deep Sea Pact King Harald, who was even stronger than Rocks D. Xebec at the time. The fact that Loki managed to do this effortlessly put him on a level that even the Rocks never managed to achieve.

White beard

White beard was once Rock's right-hand man. During the Rocks Pirates days, Whitebeard was clearly inferior to Rocks D. Xebec. However, the God Valley Incident that came with the Elbaf flashback confirmed that all the minions of Rocks D. Xebec continued to grow much stronger after the crew disbanded. Whitebeard established himself at the peak of the era, and the fact that he was Roger's equal meant that he also surpassed Rock's.

With the power of the Gura Gura no Mi, Whitebeard was able to destroy the entire world, and on top of that, he also had an incredibly powerful Haki that he channeled through his Murakumogiri. At the time of the great age of piracy, Whitebeard was the undisputed king of the seas. Even Garp, an absolute monster, considered him the king, and he single-handedly caused massive levels of havoc at Marine HQ during the Summit War despite being close to death's door.

Blackbeard

Blackbeard is a legendary pirate in the making destined to reach the levels of Davy Jones of old. Blackbeard is Rock's very own son, but he possesses abilities far greater than him. For example, Blackbeard was born with a special body that absorbs damage like a sponge. On top of that, he has two Devil Fruit abilities, something that even Rocks couldn't do.

Blackbeard has Yami Yami no Mi, with which he can nullify the abilities of any Devil Fruit, even Imu, and Gura Gura no Mi, which is the same power as Whitebeard, with which he can destroy the entire world. Blackbeard is easily one of the most underrated pirates, and his overall strength surpasses that of his father. It goes without saying that he will do what Rocks failed to do in the Final Saga.

Monkey D. Garp

Monkey D. Garp is a legendary figure found in the world of One Piece. Back in his prime, Garp was known to be a demon to all pirates. His strength is officially stated to be equal to that of the Pirate King, Gol D. Roger.

Garp fought a Domi Reversi-enhanced Rocks in God Valley and was actually able to deal him fatal damage with his strongest attack, called the Infinitum Explosion. The fact that he could pierce his Haki and deal lethal damage to even a Domi Reversi Rocks means that even then he was strong enough to match the Rocks in power.

It has already been established that this was only when his legend began. Over the years, Garp continued to grow even stronger, almost confirming that he surpassed the Rocks in terms of overall power levels.

Gol D. Roger

Gol D. Roger is the man who went on to become the Pirate King, and at one point had a fierce rivalry with Rocks D. Xebec. Until recently, there was a widespread misconception that Roger was weaker than Rocks, but One Piece's Elbaf arc cleared this up once and for all.

During Rock's age, which lasted from 56 years ago to 38 years ago, Rocks was certainly stronger than Roger. But on the day of the God Valley Incident, Roger proved himself to be more than a worthy rival for him. Although Rocks was buffed up a lot by Imus Domi Reversi, Roger was able to deal him fatal damage with his strongest Haki which he unleashed through a technique known as God of Fire Ace. This attack pierced Rock's Haki and showed off the superior Haki belonging to Roger. The biggest factor of all is that Roger is canonically stated to have grown much stronger after the events of the God Valley Incident. In other words, prime Roger surpassed the powers of Rocks D. Xebec, by far.

Shanks

Shanks is one of the Four Emperors of the Sea in the current era and an absolute monster in terms of strength. Despite having only one arm, Shanks is a disaster that hardly anyone can handle. Even the five elders consider him a threat, especially when he goes out, deeming him too difficult to control.

Shank's power is such that he could defeat Loki in battle, and the fact that Loki is someone who could easily defeat Harald, who was stronger than Rock's, means that Shanks is on a level much higher than Rock's D. Xebecs. At this point, Shanks should be a worthy rival to even the Pirate King in terms of strength, based on the story Oda has built around him. It goes without saying that his total power levels surpass those of the legendary Rocks, and the final saga will slowly demonstrate his full capabilities.

The biggest praise Oda could have given Shanks came in the Egghead Arc, where his Haki was directly compared to the Joy Boys. Considering that Joy Boy's Haki caused Imu immense pain, the fact that Shanks is even close to this level suggests that he is much stronger than the vast majority that came before him. Shanks is arguably among the very strongest of the current era, if not the outright strongest.
