The choice Dispatch powers players create can often feel excruciating, especially when it's not clear how they'll pay off in the long run. Seeing the message that a character remembers a choice is enough to have Dispatch players who support all their decisions. In the case of an election i Dispatch Episode 4, the correct option is not immediately obvious, and 50% of players likely regret their decision.
Each Dispatch The episode usually contains a major decision that significantly affects the future of the story, and these choices tend to be the most challenging to make. Dispatch offers players the chance to see how their choices stack up against other players, and shows what percentage of players chose the same option as them. Although this can be a useful way to see where consensus is Dispatch the players lie, Dispatch Episode 4's Waterboy Vs. Phenomaman picks show a lack of agreement between players, with both options essentially a 50-50 split.
Waterboy is the better Z-Team addition, but half of all sending players still choose Phenomaman
After Dispatch Episode 3 has players choose to cut off either Sonar or Coupe from the Z-Team, Episode 4 follows up by offering players a choice between two potential replacements: Waterboy or Phenomaman. After Phenomaman's breakup with Blonde Blazer, the hero who once would have been the clear top choice comes with enough emotional baggage that players might want to consider the well-meaning but shrewd Waterboy. While it may not seem like the Waterboy would be the better option at first glance, Dispatch players won't want to miss the opportunity to add an incredibly useful member to the Z-Team by taking Phenomaman over Waterboy.

In terms of sheer numbers, Phenomaman starts off as a much more capable hero than Waterboy, with significant points in Combat, Vigor, and Mobility making him ideal for calls that require these typical crime-fighting traits. Appearances can be deceiving, however, as Phenomaman's breakup with Blonde Blazer has left him at a major disadvantage.
- Slightly depressed: Phenomaman only needs 2 seconds of rest, but if any call fails or misses, he will be depressed and need 45 seconds of rest.
Players risk losing Phenomaman for 45 seconds every time he fails or misses a call, which can be devastating when the Z-Team needs all the members it can get for the optimal workday. While Waterboy's stats initially don't rival Phenomaman, he's the better long-term investment since players don't have to worry about a potentially long downtime.
Phenomaman can lose his depressed status through the Heavily Medicated skill, which can be earned through special hero training.
Why Waterboy is the better choice for dispatch players
Not only can players avoid dealing with a depressed Phenomaman by picking Waterboy, but they can also fill in any gaps in the team with him. Waterboy's stats may be low when he first joins the Z-Team, but this essentially makes him a blank slate that the player can mold to suit the Z-Team's needs. If players lack a hero with high Intellect after the loss of Sonar, they can focus on investing in Waterboy's Intellect stat instead. Likewise, if players choose to cut into the Coupe Dispatch Episode 3 and need a hero with better mobility, Waterboy could be the perfect replacement with a little investment.
Conversely, Phenomaman is already at max level and cannot gain XP, meaning players are stuck with their stats as is. Although this makes for a solid hero addition right away when Phenomaman joins Dispatch Episode 4 he can become a liability if he ever fails a mission or if players are already running multiple Combat and Vigor focused team members. In almost every scenario, Waterboy is the better choice of the two, but the community is still divided when it comes to their actual in-game choices.
